Some suggestions:
1. I know this is silly but perhaps we could have a " who is online" section. When I post on forums I like to see who is posting online.
2. Another silly thing is at a certain forums at a certain post count the title changes. An example 5 - 30 posts " Looking for tickets" 31- 65 " At the concert" 66-100 " At the Merch Table" 100- 500 " Front Row" or it could be related to Tara, Tara's music or something in general. Just an idea.
3. Privite Messages are always cool.
4. Having contests online are always fun.
5. Street team - Have a street team that promotes Tara and her music. Fans gain points for tickets, merch, vip passes etc.
If I can think of anything else i'll add it to the list but that seems like it for now.

I also think avi's and banner's are always fun. On some forums they even have an avi or banner shop which is cool for the artistic people who know how to work with the programs.
